BACKGROUND: Quinn's wiki page

WISH: Quinn makes a lot of mistakes throughout the course of the first three seasons, but none that she regrets more than destroying the semi-civil relationship she had with the adoptive mother of her child, ruining any possibility she has to see her daughter again. So her wish is simply that. To be able to see Beth again, in whatever capacity the reprsentatives of Cadelle decide to grant.

FIT: The requirements of the city will seem, in general, pretty ideal for Quinn. She was an active member of her church, participated in school bake sales and spent at least one Christmas (in canon) serving food at a homeless shelter, so volunteering is something she's very familiar and comfortable with. Intimacy will also not pose an issue, as she's known to jump from one boy to the next. Partially out of a craving for validation and acceptance, partially out of a genuine desire to be loved. Whether romantically or platonically, it makes no difference to her, so long as it's real.

Early in the series, Quinn likely wouldn't have been on the radar for the Cadelle operatives. She was a bully, cruelly taunting classmates online and humiliating them in the hallways at school. Sometimes with a slushie to the face, sometimes with a verbal cut-down. But as the series progresses, she begins to soften. Having joined the Glee club only to make sure that her boyfriend doesn't wind up cheating on her (he does, but not before she does first), she starts to see how genuinely positive and accepting they are once she's kicked off the cheerleading squad for being pregnant.

When Mercedes passes out due to the incredibly restrictive diet of the Cheerios, Quinn isn't just the only one to check up on her, but she even explains that the two of them aren't so different. On the outside Quinn seems to have it all, but on the inside, as she explained to Mercedes, she's always hated herself and the way she looks. Despite once having mercilessly teased Mercedes for being overweight, Quinn now explains that she's beautiful, inside and out, and shouldn't allow anybody else to cut her down.

CONSENT: As mentioned before, Quinn once would have been the last candidate on the list for Cadelle. She even, late in the first season, acknowledges to Rachel that she's hurt a lot of people, and expresses how much she dislikes herself for it. Throughout the course of the series, she makes strides to be a better person. She stops bullying and instead tries to take care of those people who took care of her, oftentimes being the first, and sometimes only, person to reach out to her fellow glee club members. Quinn isn't naive enough to think that it makes up for the way she used to hurt them, but she wants to be a better person.

As far as consent goes, Quinn understands it intimately, having once allowed herself to be used. The youngest ever captain of her school's cheerleading squad, she was given the position, in part, because she could be easily influenced by the cheerleading coach, and she was oftentimes used as a spy, or a pawn to take down anyone the coach didn't like. Sometimes even being used to sabotage the club she herself was a part of.

Around the same time Quinn starts to soften to the club, she also finds it within herself to stand up to Coach Sylvester. Telling her that she doesn't want any part of that behavior any more, and stating that she prefers to be a part of Glee. A place that doesn't use her, but is instead proud to have her as a member.
